NTLDR - why cant I change it?

Hi. I have been modding a win2k sp3 setup so that windows doesnt appear in the startup and shutdown process. I have replaced all the bitmaps in ntoskrnl and msgina, plus added my own splash screens prior to logon etc. It is close. The only thing I cannot get changed is the character message and progress bar that displays right before splash screen is displayed - "Loading Windows 2000 - progress bar - Press F8 key for advanced startup options"
I see these messages in NTLDR and modified them with hex editor. The mods stick since I can look at it later and see them all there - I have tried copying the new file while in safe mode, after botting from another boot disk, using replace it utility, no matter what I do it uses the old one. Am I missing something in all this. I have read all the excellent references on this site - and it seems like I should be able to do this.

Mess w/ NTLoader and you're more than likely to completely destroy your Windows partition..

well.. playing around with NTLDR is not more dangerous as playing around with shell32.exe or all the other core system files..

btw.. making a backup/copy of files which will be edited, is needed on every file, also NTLDR... so there is allways the possibility to repair the damaged system..
